Company: Non-profit organization helping to move families up and out of poverty.  Staff includes 55 regular and part-time employees.

Hours/Schedule:  Full-time flex, hybrid 2 days in office

Rate:  $55,000-$65,000

 
Job Description:  The Learning & Evaluation Analyst (L&E Analyst) will work under the direction of the Learning, Evaluation and Compliance (L,E&C) Leadership Team. The L&E Analyst will support efforts to use evaluation data for strategic planning and strategic decision-making. This position plays a critical role on the Learning & Evaluation Team. Through the support of established team objectives and timeframes, the Learning & Evaluation Analyst is responsible for providing technical assistance to inter and intra departmental teams in the design, collection, analysis, reporting, dissemination, and use of data. Specifically, the Learning & Evaluation Analyst collaborates with the Housing and Shelter programming teams to ensure compliance with funding requirements and data informed strategic planning and decision-making.

Responsibilities:

  • Ability to manipulate, manage and analyze large datasets related to Project Hope programs and initiatives; implement cleaning, organizing, processing, analyzing, reporting and dissemination of data
  • Provide high level insights and expertise to senior leadership to establish key performance indicators and support strategic planning for Housing and Shelter programs
  • Collaborate with partners to seek new funding sources and maintain current funding sources
  • Work with variety of tools to access data, write queries, develop programming logic, create dashboards, manipulate, and analyze large datasets to meet the needs of Project Hope and its stakeholders
  • Analyze and interpret data and reports for learning, evaluation, application, strategic planning, and strategic decision-making for each of the above-named departments/programs
  • Present analytical findings in a variety of formats (reports, PowerPoint, Tableau, graphs, figures, and tables), formulating recommendations, and effectively presenting results to non-analytic audiences.
  • Implement research and evaluation methodology (hardcopy, electronic and telephonic surveys, focus groups, structured and semi-structured interviews, etc.) to collect, incorporate and apply participant sentiment in the design and administration of programs and research and evaluation agenda
  • Incorporate programmatic logic models and the organization’s theory of change into data collection, dissemination and strategic planning and decision-making
  • Assist with conducting funded research and evaluation projects including those that involve third-party evaluators
  • Work directly with internal business units and external stakeholders to identify software and data requirements that lead to functional requirements, a scope of work, procurement, and implementation
  • Assist internal and external stakeholders with change management tactics to ensure smooth transitions of new or changed systems; provide database and systems trainings and technical assistance to internal and external stakeholders
  • Document system processes and workflows to develop, implement, and enforce data governance and sharing policies and procedures; ensure clean and usable data
  • Monitor funded programs and initiatives including data collection and quality, quantitative and qualitative analysis, reporting, dissemination and application
  • Integrate finance and business key performance indicators with outcome and impact data to inform operational and strategic planning and decision-making
  • Assist in mentoring and project guidance of Learning & Evaluation Fellows and Junior Analysts
  • Provide internal business units with frequent reports to ensure learning and application
Requirements:
 
  • Bachelor's Degree in evaluation sciences, social sciences, human services, data science, business administration or related research, evaluation or data analysis field
  • 5+ years of combined experience in research, evaluation and in implementation and support of software systems
  • Strong knowledge of computer applications and relational databases (Efforts to Outcomes and Salesforce)
  • Proficient in quantitative and qualitative data analysis, reporting and visualization software: Qualtrics
  • Ability to use Microsoft Office Suite and operate on a Mac OS platform
  • Strong written and verbal communication skills with the ability to communicate high level technical details to non-technical partners at all levels of the organization and with external stakeholders
  • Knowledge of workflows and process requirements of complex application systems
  • Excellent problem solving and analytical skills
  • Ability to manage multiple projects simultaneously in a fast-paced environment
  • Ability to learn new content areas or acquire new skills quickly
