C.J. is currently self-employed as a Proposal Consultant. Most recently, he served as the senior proposal manager for a FlexProfessionals client that needed to rebuild its proposal shop’s capabilities in the wake of some employee turnover. In addition, he provided capture support to another FlexProfessionals client that was positioning an opportunity with FEMA. Prior to that, he was the lead content integrator for a Marine Corps food services proposal with a contract value of $3B. In another previous assignment, he performed business development services for a company pursuing business primarily with USAID, DOS, and international government agencies. Before becoming a consultant, C.J. worked for 20+ years primarily as a Proposal Manager for various federal government contractors, including Data Networks Corporation/ASRC Federal, Dynamics Research Corporation/Engility, Ultra Electronics/Prologic, and The Boeing Company. He has extensive experience in the areas of: proposal writing and editing, color team reviews, capture management and facilitation, business development process optimization, federal marketing research and analysis, and post-award lessons learned analysis. He has an MPA from Indiana University Bloomington and BA from Saint Joseph’s University. C.J. is a member of both the Association of Proposal Management Professionals and the Grant Professionals Association. He holds a Foundation Level certification from APMP.
